How a bill becomes law in Kenya

  1. Published. The bill is printed in the Kenya Gazette, so the public can read it.
  2. First reading. It's introduced in the Senate or the National Assembly and sent to a committee.
  3. Committee and public participation. The committee invites views from the public. This is the best moment to be heard.
  4. Second and third reading. Members debate it, amend it and vote.
  5. The other House. Bills that concern counties go to both Houses. If they disagree, a mediation committee agrees one version.
  6. Assent. The President signs it into law, or returns it to Parliament with reservations.
